the government Gazette website is one of the most frequently used websites by people and companies alike. its appearance has been unchanged for quite a while now and we want to see your take on what you want the site to look like
the design can be made in any software, stack, or platform you like, with the only requirement being that it must be something that can be publicly viewable so that people can vote on them after looking at it. for instance, figma designs, hosted demos

other than that, let your imagination run wild!
bottom line is, just design it in a way that you'd design any other real world website.
now that you know what task is at hand, you can get on working on it as you see fit. There are no set of regulations or anything like that. to make it easier to understand, here is a sort of a chronological order of things:

voting will open once everything is in order. usually this means getting the list of all the submissions in once place and making a telegram poll out of it.
after voting is open, the public can vote within 2 days. however, the voting period will be longer if there are too many submissions (to give time for voters to view them all and make their decision)
the name of the submitters will be hidden during voting. rather, it will be anonymized as "Design 1" "Design 2" or something similar to minimize bias. once the voting is closed, the names will be unanonymized. The full list of the submissions and links to them will be made available on the bottom of this page
